Prophet (P.B.U.H) whatever brought down from Allah Almighty, to believe on all those things are called faith and Tauheed is the sign of it. There are two things in Tauheed which uses to testify.
1.Ones of Allah Almighty.
2.Prophet Hood of prophet Muhammad (P.B.U.H).
That’s why admitting the both testify by tongue is obligatory. There for the person who not only speaks through his tongue but also believes it in his heart is a believer. And if any one admits it by his heart but don’t speak through his tongue, without any excuse, out worldly he is not a believer. Now if we talk about his believe near Allah Almighty, then the Imam’s have different views on it and Allah Almighty know better what is in his heart.
